The amount of occupations available in Canada is incomparable to pre-COVID employment standards, and employers find it difficult to hire workers who fit incorrectly in various industries.

 

Highlights from Canadian Statistics…

According to Canadian Statistics, “Canadian firms were looking to hire individuals for 915,500 job opportunities in all 20 industries beginning in the fourth quarter of 2021.” This number of job openings is 80 percent higher than in 2019 and 63.4 percent higher than in 2020.”

The national government’s data and demography services agency documented high-job openings in the fourth quarter of 2021, which corresponded with a complete recovery of remunerated employment and declining unemployment.

 

The provinces of Nova Scotia and Manitoba have more employment openings.

Except for Nova Scotia and Manitoba, Canada’s work requirements in 2021 were minimal, with little change from October to December compared to the third quarter.

The Atlantic Canadian province of Nova Scotia saw a job demand of 11.9 percent, or 20,300 jobs, while the Prairie region of Manitoba saw a 5.9 percent increase, or 25,800 positions.

Among all jurisdictions, Prince Edward Island saw the greatest rise in job vacancies, with work positions increasing by 87.1 percent each year, followed by Quebec (87.9 percent), Alberta (89 percent), and Saskatchewan (90.1%).

 

People who seek jobs to fill specific positions excelled in eight industries:
  • Social assistance and hospitality
  • Retail trade
  • Administrative and support
  • Scientific, technical services, and professional
  • Remediation services and management of waste
  • Services apart from public administration
  • Rental, real estate, and leasing
  • Education and utilities

In the latter three months of 2021, the hotel sector had a 12.1 percent decrease in employment vacancies. Aside from this seasonal downturn, firms in the healthcare sector continue to struggle to locate qualified employees.

 

The hospitality industry in Canada is suffering due to a labour shortage.

According to Canadian Statistics, the only profession with a surplus of job openings was the hotel industry. Job vacancies for Kitchen workers, food counter attendants, and similar supported domains were open for 60 days or more in the fourth quarter of 2021, with a proportion of 60.8, up from 43.3 percent the previous year.

Retail salespersons (with a percentage ranging from 11.8 in the autumn season of 2020 to 33.3 in the last quarter of the year 2021), cooks (with a percentage ranging from 41.8 to 65.1), and beverage and food servers were the other professions with excess job vacancies that were open for 60 days or more (with the percentage of 40.7 to 60.7).

Employers who want to hire a foreign national can do so through the Temporary Foreign Worker Program (TFWP) and the International Mobility Program (IMP).

All of this boils down to whether the particular employment is one of many that are exempt from a Labour Market Impact Assessment (LMIA)

LMIA is a document supplied by Employment and Social Development Canada (ESDC) that asserts the requirement for both foreign personnel and that no permanent resident or Canadian worker is available to fill the post.

How to establish whether a given work position is exempt from the LMIA. There are two possibilities.

Work permits are issued in two weeks through the Global Talent Stream.

Employers can examine the LMIA exception codes and work permit exceptions, select the work permit or LMIA exception that best fits their job vacancies, and read the extended description to see if there is an exception code that applies to them, or

Contact the International Mobility Workers Unit (IMWU) if they have a job opening for temporary foreign employees in another country whose people are exempt from visa requirements.

 

The Global Talent Stream (GTS) and a component of the (TFWP) can process visa applications and work permits in as little as two weeks.

Employers can accept foreign residents to fill open positions using the Express Entry system, which accepts immigration applications online.

Applicants that meet the qualifying criteria submit an online profile known as the Expression of interest (EOI), which is based on three national immigration programs or participating in provincial immigration programs, right to the Express Entry pool.

The candidates’ profiles are then compared to others using a scoring system known as the Comprehensive Ranking System (CRS). Candidates with the highest point totals are considered for ITAs to get permanent residence. All candidates who receive an ITA must submit the whole application within 90 days after paying the processing fees.
